Are the tins currently for sale valid for 2021 or 2022?

BOTH! Any CityTins available online now can be used immediately upon receipt at all participating restaurants and are valid through 2022. Yep, that's an extra few months to use your tin and it will not expire under the end of 2022! Slam dunk.
